Pay & Allowances & Revised/Unified Pay Scales Storie
Pay and Allowances
Pay and allowances relate to the employees. The employees may be Government or Semi Government or Private. Pay and Allowances are their source of income. These are the pay and allowance that bring happiness in the employees when they receive at the end of the day or at week end or at the end of each month. Every employee wishes that his pay and allowances increase as these is the source of their all necessities.
Pay includes Basic Pay, Special Pay etc and Allowances include House Rent Allowance, Medical Allowance, Conveyance Allowance, Special Allowances etc. Some Employees get fixed pay and allowances as only Pay. There is no distinguishing of pay and allowances as HRA, MA, CA etc. All allowances are merged in their pay. They get it as only pay. Most of employees get they pay and allowances separately.
Pay as mentioned above includes Basic Pay, Special Pay etc. It is fixed and increase as the Pay Scale increase or it is increased at the time of annual increment. Pay also increases when some one gets increments due to Higher Qualification or Anomaly. Basic Pay also increases when some one is promotes in the same scale or higher scale. Example of in the same scale is that suppose a employee is working as TGT (TG) BPS-17 and he promotes as AHM BPS-17 then he gets one Premature Increment due to his promotion and his pay increases. When some employee gets Selection Grade he also gets increment thus his pay also increases. There is a jump in basic pay of the employee when pay scale is revised. There is also a chance of a employees pay to be increased when his scale is upgraded.
Allowances are also of many types eg HRA, Medical Allowance, Conveyance Allowances, and Special Allowance etc. Allowances are mostly a ratio of Basic Pay. Some allowance are 30 %, 45 % or 50 % or 55 % of the Basic Pay eg HRA. Some allowances are 15 % of the Basic Pay eg Medical Allowance is 15 % of the Basic Pay in some areas for the employees of BPS-16 and above. Medical Allowance may be fixed in some areas from the employees of BPS-01 to 15. Some employees don’t get Medical Allowance at all as they are given complete medical facility free by the departments. Conveyance Allowance is mostly fixed. Its ratio is also different for different pay scales.
Allowances may increase at any time if the concerned departments wishes so to increase but generally allowances are increased when the Pay Scale are revised. House Rent Allowance is generally 45 % of the basic pay. When the pay scales are revised pay is increased and hence HRA also increases. There are also some other allowances that are called special adhock relief allowance, adhock relief allowance, dearness allowance, teaching allowance, dress allowance, washing allowance, dusting allowance, science allowance, PHD allowance etc.

Revision of Basic Pay Scales:

Pay Scale are revised when it is necessity to revise it. The employees wish their pay scale be revised at the time of announcement of Annual Budget. Mostly some adhock relief allowances are merged in the old basic pay and new pay scale are introduces with some increase of pay at any ratio. Pay Scales are generally revised in the month of July and in some rare cases in the month of December. When there is rumor of revision of pay scale there are some hope of increase in pay and allowance and the employees calculate their pay and allowance prior to the announcement of the revised pay scales. Media plays a vital role in this aspect. Different media publish different pay and allowances and the employees calculate their pay and allowance according to the media news. When their calculations go wrong and they get less as compared to their calculations they become angry with their department.
It is to say that pay and allowances play an important roll in the life of a employee. When they are increased there is a smile on the face of a employee but if they increase according to the employees’’ s wishes. If pay and allowance don’t increase according to the wishes of the employees they are so angry and they ready to go on strike to fulfill their demands of increase of pay and allowances according to their necessities.
